Dr. Vincent Devlon, Phd is a scientist who works for Dr. Zin.

Early life[]
Although an American, he graduated with a Phd from Universita di Roma in 1968.
Jonny's Golden Quest[]
After working out a way to artificially create pure gold, Devlon went into hiding. Jessie ran into the Quest team, and informed them that her father Dr. Vincent Devlon had gone missing, and the Quest Team helped her search for him. This was later exposed as a scheme by Dr. Zin to use Jessie and the Quest Team to find Dr. Devlon for him; Zin had Jessie's mother Jade held hostage to control Jessie, and Jessie was not actually related to Dr. Devlon.
